They are used when the water in the port is too shalow and the ship drops an anchor a mile or two away in the sea.Tenders were used in Airlie beach and in Yorkyes Knob. They are not pleasant.
In Yorkeys knob the port authorities provided a tender that was a joy to board. Clean. Comfortable. Air conditioned.Free wi-fi. Gliding on the choppy water effortlessly. And the staff were lovely.
